King Obloud the Prophet, the only seer of the Il'khan have ever known.

The position of King is highly coveted amoung ambitious horcs, but the best of the Il'khan leaders have always been the ones who took up the crown in a time of great peril, a time when to sit upon the throne Krozloy himself built is not an honor, but a burden. The horc tribes become fiercely loyal to these such Kings, and the Il'khan believe that when they die, these Kings are elevated to a position higher than even gods.

The requirements of King are simple, the seat may be obtained by fight or vote, either to be initiated at any time. The position of King does not offer good job security unless you are able to both defend yourself and gain the love of the people. This means that at any given time the King is the most loved and strongest of his people, both good steps toward becoming an effective leader. The King rules with absolute power, having two separate sets of of advisors. The first being elder horcs and diplomats, referred to as the Council of Voices, and the second being his general and officers, referred to as the Council of Warriors.
OOC: The King has the final say on ANY and ALL decisions, and does not need to take either councils' advice into account. The horc tribes are ruled by a monarchy where free speech is a right, but suffrage is not.
